Bug 1517241 renamed nsIDocument to mozilla::dom::Document but unfortunately in
the process it messed up the ordering of includes which, according to the coding
style[1], should be alphabetically sorted.
Also, in TimingParams.cpp it didn't add the dom::* prefix so when the unified
build chunking changes, if the "using namespace mozilla::dom" declaration
disappears from the chunk, it will fail to build.

Summary: Really sorry for the size of the patch. It's mostly automatic
s/nsIDocument/Document/ but I had to fix up in a bunch of places manually to
add the right namespacing and such.
Overall it's not a very interesting patch I think.
nsDocument.cpp turns into Document.cpp, nsIDocument.h into Document.h and
nsIDocumentInlines.h into DocumentInlines.h.
I also changed a bunch of nsCOMPtr usage to RefPtr, but not all of it.
While fixing up some of the bits I also removed some unneeded OwnerDoc() null
checks and such, but I didn't do anything riskier than that.
For some content both transitions and animations are triggered simultaneously.
As a result of bug 1301305, if the set of animations includes animations that
affect geometry, then we ensure that any transform animations are run on the
main thread, rather than on the compositor.
However, we have observed some content where this synchronizing is not necessary
and produces unnecessary jank. In the particular cases we have observed,
the transitions and animations do not need to be synchronized so this patch
refines the approach from bug 1301305 to only synchronize within the set of CSS
transitions or the set of non-transition animations.

We could handle this case by dropping the animation from the pause-pending table
but that's an extra hashtable lookup that so far seems to be unnecessary.
I have verified that the crashtest added in this patch fails without the code
changes included here.

The approach here is to lazily check if we have such animations. This allows
animations to be modified after being added to the pending animation tracker
(but not after HasPlayPendingGeometricAnimations is called since we cache the
result at that point) and avoids poor performance when calling
RemovePlayPending.

This patch also updates the method names on PendingAnimationTracker but leaves
a number of local variables which will be fixed in a subsequent patch.
