Recent change in bug 1277709 makes ThreadSafeAutoRefCnt start using std::atomic, which somehow doesn't not have #[derive(Debug)] on Windows, which makes all objects which includes ThreadSafeAutoRefCnt to stop having #[derive(Debug)]. This breaks stylo build on Windows.
By adding it as an opaque type, std::atomic would derive Debug again.

Regenerate bindings for latest mozilla-central -> stylo merge. I had to tweak somethings in build_gecko.rs to get it to compile with the new bindgen, which then resulted in me having to tweak a bit in glue.rs. Not sure if there's a better way than what I've done here. (Note that the name `RawServoAnimationValueBorrowedList` is a little misleading, since it's naming a Gecko type (nsTArray) with Servo types (ServoAnimationValue pointers) inside it.)

This can avoid doing bindgen when build script is called for updating other files, e.g. properties.
This uses a global modified time, so there is a chance that some of the files which can be skipped but not skipped. But given that we do all three files in parallel, that would unlikely affect the actual runtime.
Using lots of `Mutex` could be an issue, but it doesn't seem to be in practice. Since only one thread would hold the lock of `ADDED_PATHS`, there is never a competitor for the lock of `LAST_MODIFIED`.
