George Steel 22fff3a210 Bug 1580341 [wpt PR 18978] - code health: mark manual WPT tests in css-transitions, a=testonly
Automatic update from web-platform-tests
code health: mark manual WPT tests in css-transitions

Fix filenames of manual tests in external/wpt/css/css-transitions to include
the proper -manual.html suffix instead of the legcy meta tag.
Move their TextExpectations entries to NeverFixTests with the other manual tests.
