Upstream changes have changed the config path of depot_tools to default to `$HOME/.config`. Instead we also have the option to set `$XDG_CONFIG_HOME`. At the moment this only affects linux, with windows/macos slated to have a similar change soon with possibly different setup. Differential Revision: https://phabricator.services.mozilla.com/D213438
