Currently the windows client sends the current process command line which is potentially an issue since some of those arguments may have been consumed already. It will also not support sending custom command lines after startup. This also switches to sending the UTF-8 command line we already have since that matches other platforms better and makes some arguments const. // This version number, stored in COPYDATASTRUCT::dwData, defines the format of

// Previous versions are documented here, but are no longer produced or

// * Despite being documented as "UTF-8", older versions could not properly

// handle non-ASCII characters (bug 1650637).
// * Backwards-compatibly supporting v0 led to other issues: some ill-behaved
// applications may broadcast WM_COPYDATA messages to all and sundry, and a

// treated as valid (bug 1847458).

// some sort, as v3 does, to reduce the chances of variants of bug 1847458.
