dt-bindings: net: convert sff,sfp to dtschema

Browse source 
Convert the sff,sfp.txt bindings to the DT schema format.
Also add the new path to the list of maintained files.

- compatible : must be one of
"sff,sfp" for SFP modules
"sff,sff" for soldered down SFF modules
- i2c-bus : phandle of an I2C bus controller for the SFP two wire serial
