The most significant set of changes is the per netns RTNL. The new
behavior is disabled by default, regression risk should be contained.
Notably the new config knob PTP_1588_CLOCK_VMCLOCK will inherit its
default value from PTP_1588_CLOCK_KVM, as the first is intended to be
a more reliable replacement for the latter.
