Bug 1864008 - Move libvpx to libgkcodecs, part 3 r=webrtc-reviewers,padenot,mjf

This patch overwrites moz.build files for libwebrtc.

All the modified build files are generated automatically by running
below command:

```

Accordingly, the CLOBBER file is updated to signal a clean build.
