Bug 1812143 - Do not attempt symbols download for asan/tsan marionette and firefox-ui test tasks r=jmaher

mozharness configuration of download_symbols is extraneous in most cases because it is set appropriately in taskcluster. Remove the mozharness overrides since they cause trouble for asan/tsan.
