3ae4d974cd Bug 1578465 - Update browser_startup_content.js, r=kmag,mconley 
Adds BrowserTestUtilsChild.jsm to the whitelist, and removes content-utils.js.
The BrowserTestUtils actor now listens for "load" and "DOMContentLoaded" events,
so it gets instantiated earlier than before.

71ba434e0a Bug 1573839, modify BrowserTestUtils.synthesizeMouse/Key/etc to handle fission. Remove support for passing arrays of selectors and instead modify the last argument to be a browsing context, or browser. Fix up tests that use this obsolete form, r=kmag
