944cd78509 Bug 1652466 - Add an about:config preference to hide the new global sharing indicator. r=pbz 
This works by hiding the window instead of skipping opening it. This seems safer, since
there are parts of webrtcUI that expect to call functions on the window.

Add support for a hidden preference named app.update.notifyDuringDownload
that, when set to true, causes a "Downloading update" message to appear
in the app menu during a MAR download. Clicking the message opens the
about box so the user can see detailed progress information.

dcef2560fb Bug 1642577 - De-elevate the process with CreateProcessAsUser if the compat flag RUNASADMIN is set. r=aklotz 
If the process was elevated due to AppCompatFlags, we should not
use LaunchUnelevated to launch the browser process because it starts
an infinite loop of process launch.

The fix is to make GetElevationState return a new elevation state
if RUNASADMIN is set in AppCompatFlags.  With that state, we use
CreateProcessAsUser to launch the browser process.
