Relanding with additional XUL box layout fix to increase the frame size to the minimum size required by children even if they don't change size during layout, and a fix to scrollframes so they don't depend on being able to set a size for scrollbars less than their minimum size. r+sr=dbaron

Change the FrameNeedsReflow API to pass the dirty flags to be added directly tothe method, instead of setting them before calling the method. That way we canavoid reflowing the ancestor of a reflow root which is not itself dirty but hasdirty children. This also makes it harder to set dirty bits inconsistentlywith the FrameNeedsReflow call. Bug 300030: Move intrinsic width computation out of nsIFrame::Reflow and into its own methods on nsIFrame. Replace reflow reasons, types, and commands with dirty bits/notifications.
