This PR implements cross-thread `WindowProxy` objects.
At the moment, if a `Window` performs a non-similar-origin navigation, the old script thread does not update its `WindowProxy`, since the new `Window` is in the new script thread. With this PR, the `WindowProxy` is updated to a dummy `XOriginWindow` object, that only implements the whitelisted methods that are allowed to be called cross-origin.
This PR does not include working implementations of some of the cross-origin `Window` or `Location` methods.
This PR causes some cross-origin wpt tests to now pass, in particular `/html/browsers/origin/cross-origin-objects/cross-origin-objects.html ` now passes `Only whitelisted properties are accessible cross-origin`. There are some CORS failures in `fetch`, I suspect caused by the incorrect setting of `origin` in fetch requests.
Although there are some functions that now throw `SecurityException`, it is not meant to be a complete implementation, which will have to wait for XOWs to land.

This implements the [Permissions API](https://w3c.github.io/permissions/) spec.
Also includes the WebBluetooth related implementation for this.
There are some know issues:
- [ ] If the descriptor name is invalid [this](https://gist.github.com/dati91/7a6a0a563d90f49ba5a351e48c5b626b#file-permissionstatusbindings-rs-L323) will throw an error, rather that return it and we could handle it.
- [x] The [environment settings object](https://html.spec.whatwg.org/multipage/webappapis.html#environment-settings-object) is not implemented in servo and the spec rely on it.
- [x] There is a popup in the implementation which prevent us to add wpt test, we should figure out a way to make it work
- [ ] The allowedDevice's allowed_services attribute is not used in our implementation, because we store these in the lower level, not in the dom side.
- [ ] We think the bluetooth revoke function will need some more work, but the problem is the spec needs clarifications on that part.

WebVR API Implementation with HTC Vive support on Windows. The current implementations only enables the WebVR support on Windows. In other platforms the API is available on JavaScript but navigator.vr.getDisplays() returns an empty array. This will change when we add support for more VR providers and platforms ;)

This PR is intended to add basic support for all CSSOM interfaces, with the ability to index `document.styleSheets` and css rule lists, and serializing individual css rules. Handling individual interface methods for CSSRule subclasses can probably be done with easy/medium bugs.
Mutation safety isn't dealt with here; if the css rule list is mutated the CSSOM will be in an inconsistent state. I intend to deal with this via zero sized tokens, see https://groups.google.com/forum/#!topic/mozilla.dev.servo/AnxJoVmtMXQ . I'll handle that when I start making the CSSOM mutable. (Getting the immutable bit landed first opens this up for easy bugs)
This doesn't really change style aside from adding an extra arc in the CSS rule list as discussed in the linked thread. So far this same design can be used by stylo as well when the time comes.

This implements support for using Promises in WebIDL, executing promise callbacks in batches (equivalent to running all enqueued jobs from a setTimeout(0)), and attaching native callbacks to promise objects. This is the combined work of myself, @dati91, and @mmatyas based on the following prior work in Gecko:

* Promise.webidl
* Promise.cpp/Promise.h
* PromiseNativeHandler.h
This does not implement microtasks per #4283. This allows us to make progress on testing code that requires the use of Promises right now; the microtasks work is more complicated, but also largely orthogonal to implement.

This PR adds the [dom::Response](https://fetch.spec.whatwg.org/#response-class) implementation and addresses #11896.
The relevant passing tests` expectations have been updated.
In order to allow non-UTF-8-encoded status messages, `net_traits::response::Response`'s `raw_status` field has been changed from type [`Option<RawStatus>`](https://doc.servo.org/hyper/http/struct.RawStatus.html) to type `Option<(u16, Vec<u8>)>`. As a result, a few other files which rely on the `raw_status` field were affected and updated.
TODOs:
- The `body` and `trailer` methods. Relies on implementation of `ReadableStream` and `Promise`s.
- Similarly, replace the dummy constructor `_body: Option<USVString>` argument with `body: ResponseBodyInit`.
- Currently, whenever `r's response's header list` or `r's Headers object` are mentioned, I always modify the `headers_reflector` field (of type dom::Headers, or `r's Headers object`) and not the corresponding hyper::Headers list in the net_traits::Response field. A completely accurate interpretation of the spec might consider making both of these lists the same thing via a reference. [Discussion](https://github.com/whatwg/fetch/issues/358) was [had](https://github.com/servo/servo/pull/12884).

The actual iterator implementation and JSAPI calls related to setting up the interface are ported directly from Gecko's Codegen.py, IterableIterator.h, and IterableIterator.webidl. The changes to support multiple interfaces in one file are required because the internal iterator interface the parser generates gets associated with the original interface's WebIDL file. It seemed like a good time to address #571 in that case.

This is the base PR for MSVC builds of servo and dependent crates. It's got replacements in the Cargo.toml to pull in the right versions, to make sure that crates were properly converted to CMake for all other platforms, not just Windows. (Servo builds with MSVC 2015 with this PR; also with 2013, though a manual change in rust-mozjs to select a different set of bindings is needed.)
This PR isn't quite ready yet, but I want bors-servo to do builds.

Implement the Request API

This PR implements the [Request API](https://fetch.spec.whatwg.org/#request-class) for the Fetch API, including its attributes and constructor, and introduces changes in relevant files.
This Request integrates `net_traits::request::Request` and `dom::headers`.
There are few related TODOs and comments:
1. `net_traits::request::Request`'s `headers` field does not point to `dom::request::Request`'s `headers_reflector`.
2. Every Constructor step that involves `Readable Stream` object is not implemented.
3. Every Constructor step that involves `entry settings object` or `environment settings object` is not implemented.
4. `./mach build -d` does not report any error, but prints a few warnings about unused variables related to (1) and (2).
5. Enum `ReferrerPolicy` generated by `RequestBinding` does not match `net_traits::request::Request`'s implementation.
6. `Promise`s in Body webidl are commented out.

This commit adds the append method for the Headers API. @malisas and I are both contributors.
There are a few TODOs related:
- The script needs to parse the header value for certain header names to decide the header group it belongs
- There are possible spec bugs that could change what a valid header value looks like (related: [issue page](https://github.com/whatwg/fetch/issues/332))
There are WPT tests already written for the Headers API, but they will fail as the Headers API is not fully implemented.

This commit introduces the `WebGLValidator` trait, and uses it for multiple
validations in the texture-related WebGL code, to move that logic out of the
already bloated `webglrenderingcontext.rs` file.
It also creates a type-safe wrapper for some WebGL types, removing all the
`unreachable!`s there, and introduces a macro for generating them conveniently.
This partially addresses #10693, pending refactor more code to use this
infrastructure, and (possibly?) introducing an `AsGLError` trait for the errors
to make the error handling happen in `WebGLContext`.
