The design of initiating network requests from the image cache thread was simple, but it makes it difficult to implement image loading that conforms to the HTML specification. These changes make the implementation of HTMLImageElement responsible for network requests for `<img>` elements, and CSS-based images (background-image, bullets, etc.) are requested by the script thread to ensure that the layout thread does not attempt to retain unsafe pointers to DOM nodes during asynchronous operations.

This PR implements cross-thread `WindowProxy` objects.
At the moment, if a `Window` performs a non-similar-origin navigation, the old script thread does not update its `WindowProxy`, since the new `Window` is in the new script thread. With this PR, the `WindowProxy` is updated to a dummy `XOriginWindow` object, that only implements the whitelisted methods that are allowed to be called cross-origin.
This PR does not include working implementations of some of the cross-origin `Window` or `Location` methods.
This PR causes some cross-origin wpt tests to now pass, in particular `/html/browsers/origin/cross-origin-objects/cross-origin-objects.html ` now passes `Only whitelisted properties are accessible cross-origin`. There are some CORS failures in `fetch`, I suspect caused by the incorrect setting of `origin` in fetch requests.
Although there are some functions that now throw `SecurityException`, it is not meant to be a complete implementation, which will have to wait for XOWs to land.

This PR allows different `Window` objects in the same browsing context to share a `BrowsingContext` object.
SpiderMonkey requires a `WindowProxy` object to be in the same compartment as its `Window`, so when a `WindowProxy` changes `Window`, we have to brain-transplant it. In turn this requires the reflector of a `BrowsingContext` to be mutable.

This PR replaces the current freeze/thaw mechanism by messages from the constellation to script informing it about when documents become inactive, active or fully active.
This means we can now implement |Document::is_active()| which is used in |document.write|.
This PR also changes how timers work: previously they were initialized running, and were then frozen/thawed. This means there was a transitory period when timers were running even though the document was not fully active. With this PR, timers are initially suspended, and are only resumed when the document is made fully active.

WebVR API Implementation with HTC Vive support on Windows. The current implementations only enables the WebVR support on Windows. In other platforms the API is available on JavaScript but navigator.vr.getDisplays() returns an empty array. This will change when we add support for more VR providers and platforms ;)

Implement browsing context discarding (https://html.spec.whatwg.org/multipage/browsers.html#discard-a-document).
* When a pipeline is closed, inform the script thread whether the browsing context is to be discarded.
* In script threads, synchronously discard any similar-origin documents and browsing contexts.
* When a browsing context is discarded, it loses the reference to the active document, but the window keeps it, so we need to move the `Document` pointer from `BrowsingContext` to `Window`.
* Fix the webIDL for Window to make parent and top optional (the spec says they can return null when the browsing context is discarded).

This PR implements document discarding. Active documents are kept alive strongly, but inactive documents are only kept alive weakly. When a document is GCd, it is marked as discarded, and if it is every reactivated, a reload of the URL is triggered.
Note that this PR is pretty aggressive about discarding, and can any inactive document (other than those being kept alive by other same-origin pipelines). We might want to damp it down a bit.
Also note that this interacts with browser.html in that the reloading triggered by reactivating a document triggers mozbrowser events.
To test this, I added a `-Zdiscard-inactive-documents` debug flag, which discards all inactive documents, even ones which are reachable through other same-origin pipelines.

When a script thread creates a new layout thread, it does so by sending a message to an existing layout thread asking it to spawn. At the moment, we're only looking at the completed loads for that layout thread, so we can get a panic if two loads happen in quick succession. The temporary fix is to look for the layout thread in the incomplete loads too.

At the moment, we report panics from script and layout using the root pipeline id. Once we are sharing more script threads, there won't be a root pipeline id any more. The plan is only to share script threads in the same tab, so there will be a top-level frame id that all the pipelines have in common. This PR reports panics using that top-level frame id.
This mostly makes a difference to the browser API: rather than targeting a `mozbrowsererror` event at the root iframe of the script thread that panicked, it targets it at the containing mozbrowser iframe.

An issue that needs to be addressed:

Yet another step towards fixing #633...
At the moment, script threads are responsible for killing themselves when they have no more pipelines to manage. This is fine right now, because script threads have a root pipeline: once it is closed, everything is closed. It's not fine once we fix#633 because there's a race condition where the constellation could kill the last pipeline in a script thread, then open a new one in the same script thread.
We can't have the constellation block on the script thread, waiting to make sure a pipeline is created, since this could introduce deadlock. The easiest solution is to have the constellation manage the script thread lifetime: when the constellation discovers that a script thread is not managing any live pipelines, it closes the script thread, and updates its own state.
Most of the commits are from #14013, its just "Script thread lifetime is now managed by the constellation." (9ac6e4d2badc8f973300d6dc9ee2bc2e30b49fc9) that's new.

This pull request contains commit implementing initial steps for Improving Network Security project. As part of initial steps referer policy enums for strict-origin and strict-origin-when-cross-origin have been added to [hyper](https://github.com/hyperium/hyper/pull/943). Unit tests and additional logic has been added to handle these policies. Since enum changes are available on hyper version 0.9.11. We had to update hyper version to 0.9.11.
Hyper 0.9.11 depends on num_cpus 1.1.0. To avoid different version of num_cpus. We have updated rayon version from 0.4.0 to 0.4.3. Cargo.toml of util, style, geckolib, stylo component has been updated to use num_cpus version 1.1.0 instead of 0.2.2.

Referer policy strict-origin and strict-origin-when-cross-origin changes have been implemented. Relevant unit test cases have been added. Enum for RefererPolicy has been added to hyper codebase and v 0.9.11 of hyper contains these changes.
This commit also contains changes related to upgrade of hyper from v0.9.10 to v0.9.11. Other dependencies changed are rayon, utils, num_cpus.

Lookup iframes by `FrameId` rather than `PipelineId`. This should make lookup much more reliable, since the frame id doesn't change.

Previously, `string-cache` defined:
* An string-like `Atom` type,
* An `atom!("foo")` macro that expands to a value of that type, for a set of strings known at compile-time,
* A `struct Namespace(Atom);` type
* A `ns!(html)` macro that maps known prefixed to `Namespace` values with the corresponding namespace URL.
Adding a string to the static set required making a change to the `string-cache` crate.
With 0.3, the `Atom` type is now generic, with a type parameter that provides a set of static strings. We can have multiple such sets, defined in different crates. The `string_cache_codegen` crate, to be used in build scripts, generates code that defines such a set, a new atom type (a type alias for `Atom<_>` with the type parameter set), and an `atom!`-like macro.
The html5ever repository has a new `html5ever_atoms` crate that defines three such types: `Prefix`, `Namespace`, and `LocalName` (with respective `namespace_prefix!`, `namespace_url!`, and `local_name!` macros). It also defines the `ns!` macro like before.
This repository has a new `servo_atoms` crate in `components/atoms` that, for now, defines a single `Atom` type (and `atom!`) macro. (`servo_atoms::Atom` is defined as something like `type Atom = string_cache::Atom<ServoStaticStringSet>;`, so overall there’s now two types named `Atom`.)
In this PR, `servo_atoms::Atom` is used for everything else that was `string_cache::Atom` before. But more atom types can be defined as needed. Two reasons to do this are to auto-generate the set of static strings (I’m planning to do this for CSS property names, which is the motivation for this change), or to have the type system help us avoid mix up unrelated things (this is why we had a `Namespace` type ever before this change).
Introducing new types helped me find a bug: when creating a new attribute `dom::Element::set_style_attr`, would pass `Some(atom!("style"))` instead of `None` (now `Option<html5ever_atoms::Prefix>` instead of `Option<string_cache::Atom>`) to the `prefix` argument of `Attr::new`. I suppose the author of that code confused it with the `local_name` argument.

Note that Stylo is not affected by any of this. The `gecko_string_cache` module is unchanged, with a single `Atom` type. The `style` crate conditionally compiles `Prefix` and `LocalName` re-exports for that are both `gecko_string_cache::Atom` on stylo.
