If main thread is busy handling runnables in the normal priority queue, control-type of messages from
workers are possibly postponed to run after those. That can lead to bad performance, if the page
expects workers to be able to proceed simultanously with the main thread.
This patch makes the control messages to use medium high priority queue in order to try to
ensure they are handled in timely manner.
Pref dom.worker.use_medium_high_event_queue can be set to false to disable this new behavior.

Summary: Really sorry for the size of the patch. It's mostly automatic
s/nsIDocument/Document/ but I had to fix up in a bunch of places manually to
add the right namespacing and such.
Overall it's not a very interesting patch I think.
nsDocument.cpp turns into Document.cpp, nsIDocument.h into Document.h and
nsIDocumentInlines.h into DocumentInlines.h.
I also changed a bunch of nsCOMPtr usage to RefPtr, but not all of it.
While fixing up some of the bits I also removed some unneeded OwnerDoc() null
checks and such, but I didn't do anything riskier than that.
This needs to add a few of includes in other places which were relying on the
massive (now gone) list in nsDocument.h.
I also needed to move an AnimationTimeline destructor out of line because it
relied on dom::Animation being defined, yet Animation.h includes
AnimationTimeline.h, so include hell.

This is consistent with ConsoleCallDataWorkletRunnable queuing and enables
ConsoleProfileWorkletRunnable::RunOnMainThread() to run.

This patch introduces 2 new prefs:
- devtools.console.stdout.chrome: if true, console API writes on stdout when
used by chrome code
- devtools.console.stdout.content: console API write on stdout when used by
content code.
This was done automatically replacing:
s/mozilla::Move/std::move/
s/ Move(/ std::move(/
s/(Move(/(std::move(/
Removing the 'using mozilla::Move;' lines.
And then with a few manual fixups, see the bug for the split series..

We currently reduce the precision of timestamps emitted by console.time
in the main context, but not in a Worker. Because web page content cannot
read the content of messages emitted to the console (right?), we don't
actually need to reduce the precision of this data.
