Added a mechanism to register and unregister the DocShells from the CorePS depending
on the state of the profiler. Registering mechanism is straightforward. During
unregistration, if profiler is not active, we remove the DocShell information
immediately. If profiler is active, we don't remove and we keep the profiler buffer
position at that moment. During another DocShell registration we Discard the
unregistered DocShells. If the profiler buffer position is greater than the position
when we captured during unregistration, we delete the DocShell since that means there
can't be any markers associated to this DocShell anymore.

This is kind of like the previous patch (where we had a not-very-friendly user experience shutting down misbehaving h2 sessions), but in this case the server has proven to us that it can speak a minimum of h2, so we don't want to just fallback. Instead, when we send a GOAWAY frame because we have detected some error on the part of the server, if it's a top-level page load, we'll show an error page explaining that the server spoke bad http/2, and the site admin(s) need to be contacted. We already did this for INADEQUATE_SECURITY (which is its own special case still), but that didn't cover all the cases.

nsISHEntry.index is readonly, but if you pass `true` as getEntryAtIndex()'s
second argument, nsISHEntry.index will be modified. This is pretty gross.

nsSHistory currently implements nsIWebNavigation, but only three of the methods
are actually used, and the rest call MOZ_CRASH. This patch removes the
inheritance and changes the implementations of those three methods (Reload(),
GetCurrentURI(), and GotoIndex()) to pure C++.
There is one test, bug662200_window.xul, that calls Reload() from JS, which is
no longer possible. Fortunately, nsSHistory::ReloadCurrentEntry() -- which *is*
available from JS -- is similar enough to Reload(0) that it can be used
instead.
(The only difference between Reload(0) and ReloadCurrentEntry() is that the
former triggers the `OnHistoryReload` notification and the latter triggers
`OnHistoryGotoIndex`, which doesn't matter for this test.)

This patch removes the 'ScreenOrientationInternal' type from
dom/base/ScreenOrientation.h and moves it into the
HalScreenConfiguration.h header, renaming it simply to 'ScreenOrientation'
in the process. This has several knock-off effects:
- It allows files that needed ScreenOrientationInternal to include a much
smaller header than before
- It greatly reduces the number of headers pulled in when including Hal.h
- It clarifies the role of the type. The 'Internal' part in the name had
nothing to do with it being part of the implementation. The type was public
and called that way only to avoid clashing with the 'ScreenOrientation'
class. Since we moved it into a different namespace it can be renamed
safely.
- It allows a file that was manually re-declaring 'ScreenConfigurationInternal'
type to use the original one
- Finally this fixes a few files which were missing headers they actually
required but that would still build because unified compilation put them into
units that already had those headers thanks to ScreenConfiguration.h

Correctness improvements:
* UTF errors are handled safely per spec instead of dangerously truncating
strings.
* There are fewer converter implementations.
Performance improvements:
* The old code did exact buffer length math, which meant doing UTF math twice
on each input string (once for length calculation and another time for
conversion). Exact length math is more complicated when handling errors
properly, which the old code didn't do. The new code does UTF math on the
string content only once (when converting) but risks allocating more than
once. There are heuristics in place to lower the probability of
reallocation in cases where the double math avoidance isn't enough of a
saving to absorb an allocation and memcpy.
* Previously, in UTF-16 <-> UTF-8 conversions, an ASCII prefix was optimized
but a single non-ASCII code point pessimized the rest of the string. The
new code tries to get back on the fast ASCII path.
* UTF-16 to Latin1 conversion guarantees less about handling of out-of-range
input to eliminate an operation from the inner loop on x86/x86_64.
* When assigning to a pre-existing string, the new code tries to reuse the
old buffer instead of first releasing the old buffer and then allocating a
new one.
* When reallocating from the new code, the memcpy covers only the data that
is part of the logical length of the old string instead of memcpying the
whole capacity. (For old callers old excess memcpy behavior is preserved
due to bogus callers. See bug 1472113.)
* UTF-8 strings in XPConnect that are in the Latin1 range are passed to
SpiderMonkey as Latin1.
New features:
* Conversion between UTF-8 and Latin1 is added in order to enable faster
future interop between Rust code (or otherwise UTF-8-using code) and text
node and SpiderMonkey code that uses Latin1.

file. The relevant C++ functions are updated to take a typed enum. JavaScript
calls are unaffected but they will throw if the string argument does not
correspond to one of the known entries in the C++ enum. The existing whitelists
and blacklists of annotations are also generated from the YAML file and all
duplicate code related to them has been consolidated. Once written out to the
.extra file the annotations are converted in string form and are no different
than the existing ones.
All existing annotations have been included in the list (and some obsolete ones
have been removed) and all call sites have been updated including tests where
appropriate.

This alters nsILoadURIDelegate.loadURI() to return a Promise rather than spinning the event loop to synchronously return a boolean, and alters nsDocShell::InternalLoad to allow for those changes by re-calling itself if necessary based on the resolution of the promise.

Have BrowsingContext keep its own cache to enable caching of
BrowsingContexts, especially in the parent process.
This isn't really optimal, since it effectively duplicates the
cache in the child process. BFcache keeps a list of strong pointers to
the list of cached nsDocShells, where each nsDocShell in turn keeps a
reciprocated strong pointer to its BrowsingContext, which in turn is
held in the BrowsingContexts list of cached contexts. Ideally these
caches should be merged.

We have 2 different LoadType enums with two different values, which
have to be converted between depending on whether we're going to/from

nsIClipboardDragDropHooks and nsIClipboardDragDropHookList allow XUL apps
to customize drag and drop operation and paste operation. However, this
feature was used only by ChatZilla and it doesn't work on Gecko anymore.
So, we can get rid of them from our tree.

case it won't be stopped in that function since the new content viewer has never
been associated with this docshell.

Much in the spirit of bug 1434474.
We right now call MediaFeatureChanges sync or async pretty randomly. This has
caused bugs in the past like bug 1413143.
Unify media feature changes, and only post them async, and flush them from
FlushPendingNotifications.
This also fixes a pre-existing problem where style wasn't flushed correctly from
getComputedStyle when there were pending media feature values.

It's possible to RenderLayers for a top-level content process DocShell without that DocShell being
active. When we do this, the PresShell for that DocShell becomes active, but the DocShell stays
inactive (to avoid accidentally playing paused video or clearing notifications in that DocShell).
If a DocShell is inactive but rendering its layers, it's possible for that DocShell to navigate.
When this occurs, a new PresShell can be created, which normally reads its active state off of
the DocShell. This means that the PresShell will become inactive even though the tab is supposed
to continue rendering its layers.
This patch checks for PresShell active state when setting up a new content viewer after a navigation,
and if the previous PresShell was active, makes the new PresShell active too.

When the URIs of consecutively loaded tests/references differed only by hash
we would previously do an anchor scroll causing us to fail timing out
waiting for a 'load' event that would never come. This change makes us load
such URIs using nsIWebNavigation.LOAD_FLAGS_BYPASS_CACHE to force a reload of
the document.
