We now set the descriptor's getter or setter when the corresponding argument
to DefineAccessorProperty is non-nullptr.
Usually the flag was passed only if the corresponding object argument was non-nullptr,
so there's no change in behavior for those.
The exception is `Console::PopulateConsoleNotificationInTheTargetScope` where we passed
JSPROP_SETTER with a nullptr setter. Changing this is likely okay; it shouldn't make a
difference for new properties anyway.
Note that code can still use the richer PropertyDescriptor API to set nullptr
getters/setters explicitly.

Eliminates the NPAPI plugin process type from the GeckoChildProcess enum as part of NPAPI removal. In order to avoid altering enum values when updating the process list, the GECKO_PROCESS_TYPE macro has been updated to include the desired enum value. We want to resist altering the values as they need to be consistent e.g. in telemetry reports.
We also remove plugins from adjacent spots that need to maintain consistency with GeckoChildProcess -- most notably the nsICrashService.

GetterOp/SetterOp are now only used internally for array and arguments objects.
PropertyDescriptor no longer has to know about these properties.

There are no code changes, only #include changes.
It was a fairly mechanical process: Search for all "AUTO_PROFILER_LABEL", and in each file, if only labels are used, convert "GeckoProfiler.h" into "ProfilerLabels.h" (or just add that last one where needed).
In some files, there were also some marker calls but no other profiler-related calls, in these cases "GeckoProfiler.h" was replaced with both "ProfilerLabels.h" and "ProfilerMarkers.h", which still helps in reducing the use of the all-encompassing "GeckoProfiler.h".

I think this allows us to remove TryUsePopupOpeningToken (which is a similar
concept to consuming user activation), and also the ad-hoc <iframe> timing
thing we have from bug 1514547, which should be covered by the user activation
timeout.

Now the category and options are separate parameters. Default options can be specified with `MarkerOptions{}` or just `{}`.
As a special case, defaulted-NoPayload functions don't need `<>`, and defaulted-NoPayload functions and macros don't even need `{}` for default options, e.g.:

Prior to this patch, RequestProcInfo attempts to examine all processes from mozilla::ipc::GeckoChildProcessHost::GetAll callbacks.
This causes two issues:
- lifetime management for raw `ContentProcess*` used during the callbacks works but is complicated to audit;
- for each `GeckoChildProcessHost` identified as a `ContentProcess`, we need to perform a linear lookup within content processes during each callback, which makes the code O(n^2) where n is the number of content processes.
This patch rewrites this section of `RequestProcInfo` by splitting it as follows:
1. We use the same `GeckoChildProcessHost::GetAll` callback to examine non-ContentProcess, without any lookup.
2. We use the list of `ContentProcess` to examine ContentProcesses, without any lookup.
As a bonus, new code is not as deeply nested.

Create a new namespace `MediaControlService` to use those helper functions which is used to get the main controller related status.
Then, move those functions from `ChromeUtils` to `MediaControlService`, which give us two benefit. The first is that we can remove redudant test-only enum `MediaSessionPlaybackTestState`, the second is a pref-required work for bug1656398, to fix the build order error when exposing `MediaSessionPlaybackState` in the media controller's webidl.

This should make it easier to get an XPCOM interface from a JSProcessActorChild
in the current process, when combined with the do_QueryActor overloads from p2.
