We already use the adoptopenjdk on some platforms, this allows us to have a
more predictable Java binary on all platforms.

This patch adds a new command line argument --aab which allows users to install
GVE as an AAB.
This will also be used in a future patch to install the test runner as AAB.

The fact that the test runner app is defined inside the geckoview test package
has always felt like a hack to me. I've mistakenly thought that
TestRunnerActivity was used in GeckoView's junit tests many times (even though
that's not the case).
From what I can see, there's no way to generate an AAB package for androidTest,
so to be able to run Gecko tests as AAB we finally need to define the
TestRunner as an ordinary package instead.

This removes the `@CommandProvider` decorator and the need to implement
mach commands inside subclasses of `MachCommandBase`, and moves all
existing commands out from classes to module level functions.

The purpose of this is to remove as many docstrings from CommandProvider
classes to make the step of moving commands out of classes simpler.
Where possible, the docstring has been moved to or merged with the function.

This step removes all the dependencies of mach commands to
having a MachCommandBase as the `self` by using the `command_context`
argument instead. This also removes any remaining statefulness from those
classes that implement mach commands, ultimately making it easier to move
existing commands out of classes in a follow-up.

These files were omitted from the original patch because reformatting them required some manual intervention in order to avoid breaking unit tests. Generally the `noqa` lines were already there and just needed to be moved from one line to another (due to the reformatting by `black`), but sometimes `black` saw fit to move a bunch of stuff all onto one line, requiring me to introduce new `noqa` lines.
Besides the autoformat by `black` and some manual fixups, this patch contains no other changes.

Add a --gpu option to 'mach android-emulator' as a convenient way to over-ride the -gpu argument
passed to the emulator.
Also check the environment for MOZ_EMULATOR_COMMAND_ARGS to allow for additional over-rides
of the emulator command line.
