Instead of passing down a complex clipping region to each item, used
shared clipping to handle overflow:hidden and CSS clips. In addition to
being more efficient, this should also fix quite a few issues related
to absolutely positioned elements.
One existing reftest is slightly modified to avoid tickling a quirk
with the way that WebRender rasterizes masks. We are working out how to
best express these combined masks with the API or need to. The change
does not affect the original subject of the reftest.

I wanted to add an environmental variable to disable the style sharing
cache for gecko, but the current pattern involves lazy_static!, which
involves an atomic operation on lookup, which is a bit hot to do each
time we try to share styles. This makes that work happen once per
process.

Also, it turns out that the CSSFontFaceRule IDL specified in the css-fonts spec is not web-compatible. Instead browsers implement a .style attribute like in CSSStyleRule: https://github.com/w3c/csswg-drafts/issues/825
This in turn requires preserving data about which descriptors were set or not (distinguishing unset from set to a value that happens to be the initial value), so this commit also makes every field `Option<_>`.

Before this PR, every object reflected in CSSOM is in `Arc<RwLock<_>>` to enable safe (synchronized) mutable aliasing. Acquiring all these locks has significant cost during selector matching:

This PR introduce a mechanism to protect many objects with the same `RwLock` that only needs to be acquired once.
In Stylo, there is one such lock per process (in a `lazy_static`), used for everything.
I non-Stylo Servo, I originally intended to have one such lock per document (for author-origin stylesheets, and one per process for user-agent and user sytlesheets since they’re shared across documents, and never mutated anyway). However I failed to have the same document-specific (or pipeline-specific) `Arc` reachable from both `Document` nodes and `LayoutThread`. Recursively following callers lead me to include this `Arc` in `UnprivilegedPipelineContent`, but that needs to be serializable. So there is a second process-wide lock.
This was previously #15998, closed accidentally.

The design of initiating network requests from the image cache thread was simple, but it makes it difficult to implement image loading that conforms to the HTML specification. These changes make the implementation of HTMLImageElement responsible for network requests for `<img>` elements, and CSS-based images (background-image, bullets, etc.) are requested by the script thread to ensure that the layout thread does not attempt to retain unsafe pointers to DOM nodes during asynchronous operations.

According to https://github.com/servo/servo/pull/3069 the cached thread local context is introduced for green threads. Now green threads has gone, and the existence of cache force us to create a `LayoutContext`, an `AssignISizes` and an `AssignBSizes` for each flow during parallel layout, so the pull request tries to remove it. And it also switch `assign_inline_sizes()` to accept a `LayoutContext` parameter, as according to my current design we need to do full layout to some flex items for column flexbox during assign isize traversal.

The primary idea of this patch is to ditch the rigid enum of Previous/Current
styles, and replace it with a series of indicators for the various types of
work that needs to be performed (expanding snapshots, rematching, recascading,
and damage processing). This loses us a little bit of sanity checking (since
the up-to-date-ness of our style is no longer baked into the type system), but
gives us a lot more flexibility that we'll need going forward (especially when
we separate matching from cascading). We also eliminate get_styling_mode in
favor of a method on the traversal.
This patch does a few other things as ridealongs:
* Temporarily eliminates the handling for transfering ownership of styles to the
frame. We'll need this again at some point, but for now it's causing too much
complexity for a half-implemented feature.
* Ditches TRestyleDamage, which is no longer necessary post-crate-merge, and is
a constant source of compilation failures from either needing to be imported
or being unnecessarily imported (which varies between gecko and servo).
* Expands Snapshots for the traversal root, which was missing before.
* Fixes up the skip_root stuff to avoid visiting the skipped root.
* Unifies parallel traversal and avoids spawning for a single work item.
* Adds an explicit pre_traverse step do any pre-processing and determine whether
we need to traverse at all.

At the moment, we report panics from script and layout using the root pipeline id. Once we are sharing more script threads, there won't be a root pipeline id any more. The plan is only to share script threads in the same tab, so there will be a top-level frame id that all the pipelines have in common. This PR reports panics using that top-level frame id.
This mostly makes a difference to the browser API: rather than targeting a `mozbrowsererror` event at the root iframe of the script thread that panicked, it targets it at the containing mozbrowser iframe.

The current work queue had a really annoying constraint: The size of the node had to be the size of the work unit data.
This makes it impractical for the new restyling model where we plan to pass down a bunch of data.
Rayon by default makes you wait for the result of the work unit, which makes it impractical for the current model (it's mostly sequential).
I added an API to rayon that allows us to push work to the queue without waiting (https://github.com/nikomatsakis/rayon/pull/103).
This still needs some work (for example, we're loosing the memory reporting functionality), but I wanted feedback on this.

Don't promote all scrollable regions to stacking contexts
Instead annotate all flows with their owning ScrollRoots. When
processing the display list items into a flattened display list, we add
PushScrollRoot and PopScrollRoot to signal when scrolling regions start
and end. It is possible for content from different scrolling regions to
intersect and when they do, the stack of scrolling regions is
duplicated. When these duplicated scrolling regions stacks reach
WebRender, it will scroll them in tandem.
The PushScrollRoot and PopScrollRoot items are currently represented as
StackingContexts in WebRender, but eventually these will be replaced
with special WebRender display items.

This patch introduces infrastructure for the rule tree, and constructs it.
We don't use it yet, nor have good heuristics for GC'ing it, but this should not
happen anymore once we store the rule node reference in the node.
I haven't messed up with memory orders because I want to do a try run with it,
then mess with them.

This creates a sharp distinction between `Arc<Flow>`s, which may be
owned by anyone, and `FlowRef`s, which may only be owned by the
traversal code. By checking the reference count, we ensure that a `Flow`
cannot be pointed to by `Arc`s and `FlowRef`s simultaneously.
This is not a complete fix for #6503, though it is a necessary start
(enforcing the no-aliasing rule of `FlowRef::deref_mut` will require far
more work).

`SharedLayoutContext.image_cache_thread` didn't get the `Mutex<>`
treatment along with all the other channels in there, because
`ipc-channel::Sender` is presently inherently `Sync`. I believe this to
be an implementation accident though, that should be rectified in the
future -- not something users should actually rely on...
Note that sharing senders (be it `mpsc` or `ipc-channel`) in is probably
not a good idea anyway: just cloning them -- and letting them handle the
sharing internally -- should be both simpler and cheaper. But right now
that's how things are handled here; so let's go with the flow...

This makes the API used to build display lists quite a bit simpler and
reduces the amount of auxiliary data structures that need to be passed
around. It is also important preparation work for separating scrolling
areas from stacking contexts.

The main motivation is to use `parking_lot::RwLock` instead of `sync::RwLock` in `style::context`, so that we can make `Stylesheet` be hold in a `parking_lot::RwLock` like other structs used for geckolib.

This is another chunk of work to move us toward the new incremental restyle architecture.
Eventually, we'll make a fine-grained decision at each node about what style to recompute based on the RestyleHint on the node data (along with other things). For now, we use the existence of RestyleData as a coarse-grained approximation of this.

Layers were a feature of the legacy drawing path. If we re-add them at
some point, it probably makes more sense to make them a product of
display list inspection.
This change also remove a bunch of dead painting code.

With the removal of the legacy rendering path, we don't need to worry
about nested stacking contexts. This change just pushes the
complication to the WebRender conversion step, but a later change will
remove the concept from WebRender as well.
This also helps to prepare for the introduction of ids for particular
scrolling regions, an integral part of multiple ScrollLayers per block.

This removes paint threads, rust-layers dependency, and changes
optional webrender types to be required.
The use_webrender option has been removed, however I've left
the "-w" command line option in place for now so that wpt
runner can continue to pass that. Once it's removed from there
we can also remove the -w option.
Once this stage is complete, it should be fine to change the
display list building code to generate webrender display
lists directly and avoid the conversion step.

Currently only the layout trace from the last reflow is dumped to the file. But the interesting reflow may not be the last one. So we are dumping each of them with filename `layout_trace-{generation}.json`.
This will be used by a GUI viewer to visualize the layout process, which I will check-in later.
