Adds a LanguageIdWorker class which is responsible for identifying the language of written text in order to determine from which language a translation should occur. This patch adds the infrastructure and capability to make these assessments and logs them to the terminal when using the about:translations page. In a subsequent patch, we can utilize this information to add user-interactive functionality to about:translations. Differential Revision: https://phabricator.services.mozilla.com/D170137
