ohall-m 67f1deb506 Bug 1881814 - Translations AC Action to Update Language Preferences r=android-reviewers,giorga
This patch adds the option to update the user's language settings from a global perspective.

* Adds `TranslationsAction.UpdateLanguageSettingsAction` to update the language setting.
  * `TranslationsStateReducer` proactively accepts updates and is set on the translations engine or else the state is rolled back in `TranslationsMiddleware`.
* Refactors `updateLanguageSetting` in `TranslationsMiddleware` to handle both the page setting and global setting perspective.

Android Components > Browser > State

The browser-state component is responsible for maintaining the centralized state of a browser engine.

The immutable BrowserState can be accessed and observed via the BrowserStore. Apps and other components can dispatch Actions on the store in order to trigger the creation of a new BrowserState.

Patterns and concepts this component uses are heavily inspired by Redux. Therefore the Redux documentation is an excellent resource for learning about some of those concepts.
