Marco Trevisan 5ae298aa9a Bug 1615888 - vcs: Handle OSError when looking for vcs programs r=denschub
Testing fails if trying to run in a setup without git or hg because the testing
platform doesn't handle properly the OSError python exception that is raised in
case of missing executables.

As per default python documentation:

  The most common exception raised is OSError. This occurs, for example, when
	trying to execute a non-existent file.
	Applications should prepare for OSError exceptions.

So prepare the testing tool to it
