In order to use the modifiers in nsGlobalWindowOuter::OpenInternal, add accessor methods to BrowsingContext, Document, and WindowContext. Those accessors behave in the same way as ConsumeTransientUserGestureActivation and RevisePopupAbuseLevel, except for checking the PopupBlocker state.
