Given meta/ctrl key should use browser.tabs.loadInBackground pref instead of browser.tabs.loadDivertedInBackground pref, the existing nsIBrowserDOMWindow.OPEN_NEWTAB behavior doesn't match the requirement. Add dedicate flag for "open in foreground tab" to make it controllable from nsWindowWatcher::IsWindowOpenLocationModified.
