The Bookmark overlay panel includes a tree view for the [editBMPanel_folderTree](https://searchfox.org/mozilla-central/source/browser/components/places/content/bookmarksSidebar.xhtml#59-69) which is programmatically not labeled. We are adding an `aria-label` to provide an accessible name for this `<tree>` for assistive technology.
