aIsAdjacentWithBStart is used to clear the mIsTopOfPage bit for the ReflowInput argument `aFrameRI`. However, ReflowBlock() already has aState argument to query IsAdjacentWithBStart(), so there's no need for aIsAdjacentWithBStart argument.
