Alex Franchuk 2439b67822 Bug 1759175 pt9 - Remove old crash reporter localization r=gsvelto,geckoview-reviewers,m_kato ... This removes the old localization files, updates installer package manifests, and replaces code that accessed the files with fluent accesses for the new localization info. This also replaces some code in nsExceptionHandler to get/set the crash reporter `submit reports` setting.
