Replace the existing callers of `JS::NewExternalArrayBuffer` with the new `UniquePtr` alternative. The old `JS::NewExternalArrayBuffer` function is still used in tests when the free-function is `nullptr`. Differential Revision: https://phabricator.services.mozilla.com/D182587
