Kartikaya Gupta 6e24ccd51b Bug 1359748 - Extract a WebRenderLayer.{h,cpp} from WebRenderLayerManager.{h,cpp}. r=jrmuizel
Other than moving the code into new files, this just cleans up includes
in the modified and dependent files.
