net: use dev_change_tx_queue_len() for SIOCSIFTXQLEN

As noticed by Eric, we need to switch to the helper
dev_change_tx_queue_len() for SIOCSIFTXQLEN call path too,
otheriwse still miss dev_qdisc_change_tx_queue_len().
