	net: Get rid of SWITCHDEV_ATTR_ID_PORT_PARENT_ID
Now that we have a dedicated NDO for getting a port's parent ID, get rid of SWITCHDEV_ATTR_ID_PORT_PARENT_ID and convert all callers to use the NDO exclusively.
